Oil Booms in Spill Response Lockers

Why not have an oil containment boom on a boom reel on vessels to mitigate releases occurring after accidents?

For about an extra $100,000 all ships can have one ready to deploy. This is a drop in the bucket when considering the millions of dollars to build a ship versus the millions* in environmental damage to clean-up the next spill.

Several companies have equipped their ships and barges with booms. I'm not aware of any deployments as of yet. The facility's gear is much easier to deploy. There are a few scenarios where shipboard gear can work.
