    Question Ballast Water Reporting NVIC 07-04

    Question is:
    There are people in OSV industry who fill and only fill their ballast water tanks with Municipal fresh water, they may pump some to Oil rigs them they return to dock and refill with municipal fresh water again.

    Are they required to jump through these "Hoops" as well as other who take on sea ballast?

    would think the vessel's company would have a "published" ballast water management plan complete with memos/manual outlining the programs implementation??

    if not something is deficient in the office..the details are rendered in NVIC 07-04 and 33CFR151!!
