Flying a different countries flag?

WHat is the Legality of flying another country's flag from a ship to make it look like the vessel is part of that country even though it is not?

a very common practice when in foreign territories if you are referring to a "courtesy flag" in addition to the vessel's flag state ensign??

The SSCS flew the Norwegian flag to approach the whaling fleet then pulled it and raised the Pirate flag. I doubt the ship is flagged through Norway. I suspect an African country
